Out of control 9 year old child?

I live with my grandmother to help take care of her and my cousin is seldom there, but she has this 9 year old boy that throws the worst fits and hollers and screams, even at his 64 year old grandmother. He has punched the T.V.'s and etc. along with kicking a hole in the wall. I can't handle this much more. He has honestly made me madder than anyone has ever made me before in my life, and I don't know what to do when grandma is to old for this and his mom is not usually here but even if she was she doesn't do anything about it. His dad lives about 10-15 miles away and works and just had a newborn baby.
